Mikael's Crucible - Travel Time?

Does Mikael's Crucible have a travel time? Will it heal an ally on top of you faster than it will heal an ally at max range? I healed our TF, saw the green numbers, my item went on cooldown, but he died from the ignite tick. The heal showed like 200 or something, I don't remember exactly, it would have been enough, even with grievous wounds, to save TF.
