Dodge bans

I'm coming across an annoying "issue", where I'm queuing up for games, and I wait about 3 minutes to get into one, only for someone to dodge 10 seconds before game starts, and then when the new champ select screen comes after you wait 10 seconds, and then all your picks get banned. It's either this, or dodge, or restart queue after someone dodges which is another 1-3 minutes. And this happens repeatedly, to the point where it can take me 10 minutes to get into a game because people keep dodging. Is anyone coming across this?
