PBE LAUNCHER NOT WORKING!!!

The PBE launcher for LoL is not working... When I clicked it, it says the bar where it updates is 33%. Then it says "Calculating Differences" and then after that when it says "Updating League of Legends", the thing is, it is NOT updating. So what is the problem??? Please answer I need to know. Also I unpacked the "LOLPBE" folder into my desktop. I clicked LOLPBE folderand I clicked "lol.launcher" It didn't update so I tried "lol.launcher.admin" and it STILL didn't work. I need help. I might be the only one having this problem because when I search for help on the internet, there were no problems (or at least I couldn't find any) So I need some advice and help so I can start testing. Thank you.
