Clarity on Teemo's Blind?

> "A unit that is blinded will deal 100% reduced physical damage on-hit (represented by a "Miss" pop-up), including most on-hit physical damage sourced from abilities."

>"Consumable on-attack effects (e.g.: Siphoning Strike vs. Blind) are consumed, but do not apply their effects."

Blind does not work on Volibear, > "Rolling Thunder is a self-buff with an on-hit effect component."

and Hecarim, >"Devastating Charge is a self-buff with an on-hit effect component."

yet they're empowered autos. Renekton,Riven, and Darius empowered autos being blinded, are consumed with a miss along with no effect, is this intended?

Also, champions that cause marks, like: Akali's Q, > "Mark of the Assassin is a single target ability that applies a debuff. The debuff can be detonated on-hit."

Nidalee's Cougar Q, > "Takedown is an on-hit effect ability."

Ekko's E, > "His next basic attack gains range, deals bonus magic damage, applies on-hit and spell effects in the process, and causes Ekko to blink to his target."
