Rod of Ages stacks?

So, anyone else having a problem with Rod of Ages not reaching 10 stacks? First time I've noticed it (I don't build it that often) but I completed it at 13:58 and by the end of the game 57:12 it was still at only 9 stacks, despite it maxing at 10. The proof of purchase: http://imgur.com/a/ZY5fR

Sorry if the second image is shotty, for some reason when I screen shot in game or when I'm reviewing a past game the screen shot appears as a black screen. So I had to take a picture with my phone :/
