Remake Not Working With AFKs

I just had a ranked solo/duo game in patch 7.7 where I tried to remake a game with someone that had AFK'd from the start, but it didn't let me.

In this game, our mid never did anything. Literally, he just sat AFK at base. He had connected, but it was apparent that he wasn't in the game. there was no vote to remake the game at 3 minutes, and when I used the command /remake, it game me an error messaging saying that Remake is only available if someone DC's or AFKs. Eventually the time window to remake passed, during which I tried and retried to remake the game, but eventually we just opened mid and lost.

I can only imagine that this is a bug, as Remake is supposed to include both DCs and AFKs. I hope that this can be fixed because it really isn't fun for either team when someone AFKs at base from the start and the game can't be remade.
