[GAMEPLAY] Bug: Volibear W fails to cast

If Volibear casts his W, Frenzy, on an enemy champion just as they move far away from his range via a blink or dash, OR he loses vision of them, it will fail to cast. The worst part however, is that Volibear will stop, stand in place, and make the chomping animation/noise, however no damage will be applied and the ability will not go on cooldown.

This is extremely frustrating, as it creates a dissonance with your current situation and your perception of what happened. "Huh? Aren't they dead? What's going on?" Cast times are a part of costs in LoL, just like mana costs and cooldowns. If a champion stops in place to cast an ability, that's part of its cost. For example: Smite is instant, with no cast time, and can be cast through CC. So when I "pay" part of Frenzy's "cost" by stopping in place for the bite animation to play, I'm essentially getting cheated out of an ability, and most times, a kill. Most abilities in league of legends do not behave this way, especially targeted abilities. If Jayce casts his Q on a target, and they flash away before he lands, the damage misses. An intended interaction. However he did leap, and the ability went on cooldown. If Caitlyn basic attacks a champion at the edge of her range, and they flash away right after it fires, it will not "eat" the projectile, the projectile still exists, and will still reach them to deal damage.

It appears that with Volibear, His Frenzy checks the location of enemies not once, but twice. First, you can only successfully "press" the W key if the opponent is within range. Then, Volibear leans down to give his enemy big ol' smooch full of teeth. Secondly, it now checks their location again, and if they're too far away, the ability doesn't actually go off, causing the ability to have never been cast, with no cooldown, and no damage dealt.

I firstly would like it to be that if I press W, Frenzy goes off on the target NO MATTER WHAT. But the alternative is that in a situation where this would occur, i.e. I lose vision of the target or they gain a lot of distance instantly via a blink, then Volibear does not attempt the bite animation just to not cast Frenzy.
