Just low performance computers or a bug?

Okay I think the update looks pretty awesome but for gaming purposes my regular laptop I play on CANNOT handle it. I do wish I could have a high performance gaming device that could handle high res and not twitch, but not everybody has that kind of money. Is this a problem for everybody or just me?

My fps has gone from 180-150 range to dropping to the 30-60 range every now and then. It's ridiculous.
