Champion / Free Rotation/ Singed bug ?

My little brother is playing on his account and he finally got his 16th champion today. He continued to log out and log back in to assure all account purchases. When he logged back in and clicked to queue for ranked it kicked him back out before doing anything. We counted his champions and he has 16 champs. Just confused as to if its because new patch and ryze being a free champ rotation and he owns him or if its because he owns singed but hes disabled that my little brother can't play ranked. :/. Please fix this issue ASAP.

It's likely because Singed is currently disabled, which means that you're brother would only have 15 available champions to use, making him ineligible for ranked/draft pick until Riot can fix whatever is wrong with Singed.
