Ashe focus stacks bug.

Ashe's focus stacks gets refreshed if she has 5 stacks and ranger's focus comes off cooldown. Not sure how this can be exploited but it is definitely not intended behaviour as the stacks are supposed to only last 4 seconds.

Steps to reproduce: Pick ashe. Level up ranger's focus. Consume 5 stacks with ranger's focus and try to maintain 5 stacks while Q is coming off cooldown

Expected result: Stacks last for 4 seconds with no refreshing while being idle.

Observed result: Stacks refresh when ranger's focus comes off cooldown.
