Check your math! The scaling mana regeneration glyph info is incorrect (0.06 X 18 does not equal 1.20, it equals 1.08) The bottom outer turrent on the red side (and probably some other ones too) is not working correctly, it sometimes will not target champs who are attacking friendly champs, and sometimes will not attack champs in range without minions (I've noticed it with Caitlin) and also sometimes will not attack champs in it's range with you. ARAM 2v2? I had a reset ARAM game where only 2 people on each team got connected, one of the persons who didn't connect was in a party with someone who did connect and they were really confused because it was not their fault. WRONG SCREEN! Sometimes the champion select screen doesn't show up for one person when they are in a party, and the screen that shows up. Is the screen before you enter que (where it shows everyone in the party) this happened once for me and once for a friend. These are the only bugs I've noticed recently but I'll keep an eye out for more. :D

Last ones are connection related, and as far as I know, either the internets cause it, or some type of drop hack (my guess is drop hack for the first, connection issue for the second, but connection could easily be for both if multiple members are using the same connection or ISP, as sometimes only certain ISPs are effected.

As far as the runes go, those aren't the only ones that are inconsistent. The issue is that they didn't want to give .06 mana per level, nor .07, so they shot in between the two, but rounded the amount so it fit where they wanted it. The actual value is about .065, I assume, which becomes 1.17 (and then is rounded again to show 1.2). There are several examples of this, especially on stats that are inherently small, such as mana/health regen.

And as far as the tower goes, it's sometimes slightly awkward, but usually consistent. The main oddity I'm aware of is that if there are minions underneath, but you are running back to base, if they hit you when you are outside natural tower sight range (ranged attack or similar), it doesn't recognize you being attacked, and won't focus the enemy. Other than that, it's quite consistent in my experience, so I'm not sure what your issue would be. If I were to guess, connection issues could play part in it (not seeing what actually happened, such as tower shots during a lag spike).
