Poppy E bug

It happened to me randomly, this isn't my video but this video shows what happens at 0:07 and 0:56. This doesn't seem to need a weird situation to happen as it has happened to me randomly. I will charge someone and will stop on contact but her target will still be pushed back the whole distance.

So is this on purpose or is it a bug because I thought that is suppose to be carried with her charge.
