Patcher False Download rates. (Admin's help)

Hello, I run on a limited connection cap, being in northern Canada, when I break the usage limit I'm paying upwards of 50$ a GB that goes over. Well cutting to the chase, I've been trying to update my league with the 230mb file. it shows the download hitting between 20kb/s up to around 200kb/s Well the issue is, When it shows these numbers to me, i go on to my ISP page, and watch the download from my computer, and monitor my network process usage, and see that league is downloading over 1mb/s and it's not the patch content. this is completely false and costing my stupid amounts of money.
