Every other time Taric "laughs" he doesn't. Let me explain, the animation will play every time you press the laugh button, but the actual laugh SOUND will only play every other time you press the laugh button. This might not be top priority for riot right now, seeing as how he is about to be reworked, but it is annoying for the time being.

There is a minimum wait time before it will play a sound emote to prevent spamming them. Most emotes have this, so if you use it too soon you'll restart the animation but the sound won't start because the last one wasn't finished.
