Ability/AA Animation and sound not triggering

In some games something will occur that for 10-20 seconds any abilities and auto attacks will not make any sound or show the animation. At the end of it All abilities/auto attacks that were used will go off at once and make an unpleasant sound and make your screen spazz. I don't have any showing of this bug and it affects all champions
