Ranked Dodge Penalty reset bug

There is a bug, when i first dodge a game on my smurf account in ranked i am blocked from Queueing up for 6minutes however i keep loosing 10Lp and not 3Lp, which is how it's supposed to be. Was there a major change in lp punishment or is it simply a bug? I also have another bug on the smurf account that doesn't seem to happen on my Main account, which is that it never shows my secondary runes saved, and i always have a** "!"** in the circle but when i move the cursor in there, it does indeed show me that the runes are in there. Anyways i do not care about the second bug, but i care about the first bug, i don't want to keep loosing 10Lp over and over when i should loose only 3Lp. Riot look into it please.
