client not letting me accept games

When i queue up for a game the accept button comes up and i click it and it accepts, but if someone dodges or doesn't accept the queue, it freezes the client and makes it so i cant accept the next game, and now i have been penalized for "dodging games." it only doesn't it during draft pick and non of the other games. my friend has also experienced issues with this.
