[Gameplay] Lucian LightSlinger Passive Not Proccing On Targets That Dash Away

When playing Lucian and attempting to proc his passive, 'Lightslinger', it will not proc if the target dashes out of range even if you have already locked in an auto. This also applies to interaction with the cd reduction on his dash, 'Relentess Pursuit', only granting one 2 second reduction instead of two procs of 2 second cd reduction when auto'ing champions.

1. Cast a spell as Lucian
2. Auto Attack a champion
3. Have target Champion use a dash to get beyond Lucian's attack range before the second shot would of been fired.
