multiple bugs Gameplay / interface

Since the most recent 3 patches, i've noticed huge lag spikes during certain events such as rift herald spawning, baron spawning, herald being 'broken' to launch it, when herald dies, and other seemingly 'random' instances yet most tend to coincide with large mobs spawning or being killed in game.

second, also happening since the last few patches, i've noticed that randomly some abilities will not 'fire off'. Meaning, i know multiple Trynd players who complain that their R did not go off. I've noticed it myself with my R on Twitch as well as my q and w. Same thing with Lux and several other champions. It does NOT seem to be narrowed down to just a few.

GOS has recently released a new script/cheat tool that is being used so rampantly that it's ridiculous. I personally know of 5 people who dropped more than 3 tiers in their elo due to their opponents' obvious use of cheats / scripts such as no fog of war, avoidance scripts, axe catching scripts, a nami bubble script etc. while this is not a bug it's definitely worth pointing out.

client not resizing properly after games end. this has been fixed mostly but still randomly happens.

there are a few champs who seem to be using abilities without the graphic ... i've noticed it several times vs Miss Fortune when she uses her Q.

and finally, champ select issues. I have on several occasions since the last 3 or 4 patches, experienced an issue where during any phase of champ select ie preselect, banning, selection.. that the count down timer will seem to stop on zero (0) and stay there. other people will tell me that someone dodged or that i dodged and i've gotten several que timers as a result. the screen simply freezes when the timer hits zero (doesnt matter who or which champ they select) and the client simply does not respond to anything until i ctrl alt del and end the task and restart the client. the strange thing is that the chat/voice system remain intact while this is happening.
