(Client) Extreme lag/delays in champion select.

Never has this problem become as bad as it is now. I'm experiencing 20-40 second delays in champion select, ping is fine. My CPU and Memory usage is completely insane, and even google chrome doesn't have such terrible optimization.

Recreation: opening client since the past 2 or 3 days. 100%.

Client as a whole is absurdly laggy too.

Large delay opening loot, shop and other tabs.

Champion select is roughly 5x worse than before and 5x worse than the rest of the client.

Client not laggy while open in-game.

Low-spec mode on and off produce identicsl results.
