[GAMEPLAY] Teemo cannot capture Twisted Treeline shrines if he stands still

For all characters except teemo, if you stand still on a TT shrine, you will make capture progress. Teemo only makes capture progress for the first 2 seconds, before he stealths. After he stealths, the shrine thinks no one is standing there.
