[GAMEPLAY]Smite's new stack system is bugged; the CDR from Summoner's Insight does not apply.

With the Smite Stack System intruduced in patch 5.1, the mastery Summoner's Insight (10% CDR for Summoner Spells) does not reduce the recharge time for Smite.


What it does instead is reduce the 15 second cooldown timer between expending two charges by 1.5s, but that does pretty much nothing (as of Patch 5.2, it doesn't affect Smite at all), and comparing with other skills it is quite easy to see that this is not intended.

Every other spell works exactly the opposite way; see Corki's R, Velkoz' W, Vi's E, Zyra's W, Heimerdinger's Q, Azir's W and Akil's R for reference: normally, the recharge time is the one that is affected. I assume this was simply an oversight, considering that summoner spell CDR is only found in this one specific mastery and nowhere else.


I really hope this gets fixed soon, because the way it is now, not only is it inconsistent with everything else, the points in Summoner's Insight also seem to be just wasted. (And it quite frankly puts a needless damper on strategic diversity)

Hey all! Thanks for the report. This is on our list of issues. While it's technically correct in terms of how it works, I'd agree that we would probably prefer the opposite effect for both clear expectations and game health.

i don't think this is a bug, i foresaw this happening when they announced it because of the way the ammunition system was worded. the actual summoner spell cooldown is 15, so that is what is reduced with the mastery.

i do hope it changes but im not banking on it

Hopefully it can get fixed next patch, I love the Insight mastery and I need it in my jungling life.

Plz fix this. I miss running insight to reduce my flash CDR as well, but now if I want to use summoner's insight I only get half the benefit from it, since everyone else gets both their summoner spell CD reduced while I only get one summoner spell reduced.

For a second I thought you were talking about the Intelligence mastery (CDR on active items and spells), only because I have never used Insight before. I should look at the utility masteries more.

It's easy to see how this problem would arise because of the new stacking system for Smite and the fact that no other summoner spell has it or has ever had a stacking system, although Riot had to have seen this because they changed Poaching Smite to refund half a charge of Smite instead of refunding half the cooldown.

The only issue I can see with this is that it then makes it almost dangerously required for a jungle. If one jungler has the mastery and the other doesn't, the 10% cdr means the jungle who does have it has an extreme advantage in clearing and ganking, not to mention counterjungling.

I think it would be a bit broken for Summoner's Insight to reduce ammo recharge speed. I believe the system is working as intended. I'm not too sure, but I'm pretty sure Riot also announced that a new Mastery Tree will come with the new season.
