[Gameplay] Any champion - Hotkeys Do Not Work and Cannot Be Reset

Link attached is where I previously reported this unaware that it was a bug server-side. To sum up: in the past I have had an infrequent (1 out of 15-20 matches) but reoccurring issue where I'd queue for a game and make it all the way to the beginning of the match, but the moment I try to use an ability or item I discover none of my hotkeys are working. I try to reset them but it doesn't register that I'm hitting a key on the keyboard. I can type to teammates, but I can't use abilities, items, or pings. This issue has become more frequent, to the point where it's probably every third or fourth game. The solution provided in the previous post (linked above) was to delete two files in the riotgames config folder. It would fix the problem but it was not a permanent solution as it continued to happen.

1. Log in.
2. Queue for match (I almost exclusively queue for normal draft, but it also happens in normal blind pick)
3. Wait 20-30 minutes
4. Successfully navigate champion select without any dodgers
5. Load screen
6. Error occurs immediately upon entrance in the match. Abilities, items, pings, and everything else is completely unavailable. Keyboard is functional both in the client and outside the client, but hotkeys are not.
