Shen W bug?

Hi Guys, main over here. Currently in Silver 4, and off, everybody is playing in the top lane. Normally, I crush Teemo since my W in previous patches blocks team's auto attack and Q. In the recent patch, it seems that Shen's W no longer blocks Teemo q, and I'm wondering if riot has made that intentionally, or if it really is a bug for Shen.
