There's still a mention of Phage slowing enemies in 
's tips. Phage hasn't slowed enemies since S3.
When Vlad came out on his 'Tips for playing against' tab it said to focus him or else he will consistently heal his team with tides of blood and to move away from allies infected with hemoplague or you would contract it as well.
Long story short Riot doesn't move fast on tips changes.
Idk but it sounds like since he used it, he should be compensated since he cant have it anymore.

maybe an upcoming item? Vlad is pretty OP atm, maybe it is something to balance him. It does sound like a great idea.
