2180 (4k) Resolution Health Bars

Please dear god fix this. You have no idea how insanely annoying it is to have a dual monitor setup with one UHD monitor. My primary HAS to be played full screen at a lower res to see health bars and mouse cursor properly (which takes forever to tab in and out of). It moves all my icons around and it shifts the display of the second monitor, so that any windows on it get randomly resized and placed back to my primary desktop, while anything on my primary monitor's lower right corner gets pushed and resized to my secondary monitor.

Health bar scaling slider bar, that's all I'm asking for! It's 2016 for God's sake! QQ
