[Bug][Gameplay] Second tier turret shield bug

Minions still do damage through the shield on the second tier turrets. i posted this on pbe forums a few times, so i'll post it here now

Repro

  • Custom game SRU
  • Push to second tier turret
  • Watch minions do damage through shield to turret

This is intended behavior. The shield on the tier 2 turrets only applies to champion attacks.
