5.11 wont download please help

Please fix this: here's whats been happening the patch 5.11 will download to 33% it will then enter phase two of the patching system and it will download very slow my internet is very good always at 5 bars. By the time it hit around 67% the KBPS will diminish to 0 PS and the download will keep going till it hits 99% this is when the LoL Client will crash and bug splat will come up. I have gone to the forums asking for help and received none I have also gone through your step by step troubleshooting. When this failed I turned to other forums and YouTube vids I have tried all the solutions that were on there Ex ( restarting my computer at least 30 times, disabling IPv6, deleting my logs, turning off all my fire walls etc. Now when i mess with the files I can get the download for patch 5.11 to go very fast till it hits 33% then it will enter phase two and slow down eminsly I have also tried to repair my client with the client repair but it always glitches out and the patch 5.11 downloads. I have run scans for viruses with my 100$ antivirus system and I have also disabled my anti virus system. when I X out of the patcher (download) and re-enter it starts at 33% always unless I mess around with the files. I have had this problem before when i'II first started to play LoL and it made me stop playing it I then fixed the problem sometime ago by repairing the client I don't have that option currently because of the stuff I said above. I have spent a lot of money on this game and I think its very fun but this spoils it for me I have been trying to fix it for the last 6 hours all I wanted to do is play a little LoL with my friends. Please don't ignore
