[Gameplay] Tahm Kench Gamebreaking Bug Abuse

Twice in the last 2 days I have seen players abuse a bug with Tahm Kench where he can Devour an ally and use the Heal Summoner Spell on them without it going on cooldown.

This is a gamebreaking bug, as it can make Tahm's already super safe lane even safer and lets Tahm act as a "Refueling station". Please disable him.
