Mastery Page Visual Bug

When hovering the mouse over the Keystone Masteries in the bottom of the Resolve tree the text box violently flutters back and forth in an attempt to stay close to the bottom of the page as well as realign itself with the center of the screen making it very hard to read or even click on the mastery to spend a point.
