Katarina passive and ult not working on ARAM

I played a game as Katarina today. Got a pentakill. Her ult did not reset. Still had full cooldown. In fact, every time she ulted, she got 0 cdr from kills or deaths within 3 seconds. Every ult had full cooldown. Is this intended?
