Vel'Koz Q Bug

So I've been playing Vel'koz for a pretty long time now, and this is actually the first time I've seen this bug. For some reason, my Q did not slow Caitlyn down at all after connecting. She had no qss, no cleanse, nothing. Just straight up did not get slowed. I can't tell you the reproduction method because I have absolutely no clue how it happened

I've seen a similar velkoz q bug that causes his q to completely pass through a minion or champion. I also cannot say how to reproduce it because I also don't know how it happened and it's extremely rare. I've only seen this bug happen twice. Once against a minion and once against a champion. My opponent even told me in all chat that the q went through him.
