(Possible bug) Sated Devourer Azir and Sheen

I tested Sated Azir with Sheen (and all Sheen items ) to see if he could use Sheen's bonus damage off of the Sated attacks with his Soldiers and found out that the Sated Soldier attacks cannot use Sheen. I figured since Sated now makes even Soldier attacks proc on-hit effects, it would work with Sheen. Is this intentional?
