[Gameplay] - Cheap Shot Rune is not proccing threw other Runes effects

This Bug report will focus on the Rune in the Domination Path (first row) "Cheap Shot", which is supposed to "deal [] bonus damage" to "champions with impaired movement or actions". This effect should "Activate[] on damage occuring after the impairment."

Choose as a Keystone "Summon Aery" or "Arcane Comet" every other rune doesnt matter EXCEPT choose "Cheap Shot", because we do want to test it here.

Go into the Practice Tool; pick Janna for example. Get up to an enemy Champion or dummy.

Use Janna´s "W" on the enemy. Here is what should happen according to the description of the rune: Janna´s W is a slow, which is impairing the Movement. The next dmg, atleast while the target is still impaired should do extra true dmg now. This dmg is, in our case, the "Comet" or Aery" which follows up on her ability (or also Scorch). This dmg should actually proc "Cheap Shot"
Here is what will happen: .... The effect is not triggered (except if you weave in an AA, which triggers the effect).
A Different example, which interaction is completely different, is Lux E. If the slow effect "settles" (if your e is not completely instant activated), you can proc the "Cheap Shot" effect with just one E.
Conclusion: I believe, that rune-dmg-proc´s should activate the "Cheap Shot"-effect or otherwise there should be an exception for that in the description text.
