lags in new rank champ select

just got lagged out of locking down my champion in champ select. also no such option to lock either, and it also won't let me type in the team chat either. hence again elo loss and penalty timer. I am sure other people r having these issues, cos there's way too many dodge these days than b4. All of them can't be just people wanna lose elo.
