Not getting honor capsules

Its been 1 month since i am honor level 3 and i get only 1 key fragment per 2 weeks.I recieved more on honor level 2. I remember I read somewhere that its guaranteed to get a honor capsule atleast once in a month.Is that true?

Nope :/ Capsules droprate it's a common problem ... some ppl even managed to raise to Honor 4 and didn't recive a single one

It's and RNG drop just like the key frags.
