Loading screen at 0 ping and freezes repeatedly

I open up my league to play a game lock in my champion get to the loading screen and then boom nothing happens and everyone is stuck on 0 ping and I don't connect. I sign out of y computer several times and try to get back in the game and doesn't connect me. Then I lose LP thanks riot. Can I get my LP back please :(
