Champion loading screen freezing and lagging. Also, loading time increased since 4.19

Often after champ select and when loading players, I alt-tab out to another application while waiting for the game to start. Pre-4.19, I could alt-tab back at anytime to check the loading progress, and the loading screen would pop right up.

Now, champion loading progress hangs, I go to check the progress later and get a black screen, and overall loading time seems to take much longer.
