Conqueror Fails to Grant Stack for Ekko

Ekko's passive applies spell effects and should absolutely count for it. He gets literally NOTHING from it. This is a pretty big bug imo. Ekko would already stack it quite slowly compared to AD champs but at least it would be more reasonable.
