[GAMEPLAY]Non-Smite champs can buy devourer resulting in a loss of gold.

While playing as Yasuo mid without smite in a ranked game I realized that i could buy Stalkers Blade: Devourer for 2250 gold, so curiously i bought it instead of completing Infinity Edge . The item appeared in my inventory for about 3 seconds then disappeared. I could not undo the buy and straight up lost 2250 gold, but luckily we were so far ahead that we still won. My question is: do any others have the option to buy jungle items, or is it just me?
