Cannot See Mastery Level Announcer Banner

Hi all,

I have quite a few champion mastery level 4+ but ingame when getting a multikill or getting a kill in general I cannot see mine, my allies or my oppositions mastery level banner. Does anybody know of a fix? Is there a setting that disables it because I've repaired the game so often and have also reinstalled the game twice with no positive results. Thanks
