[GAMEPLAY] Can't see mastery level ribbon in game and can't use emotes when pressing "t"

Hi all,

So when I am in-game, when a player of either team gets a kill, goes on a killing spree or gets a multi kill I cannot see their mastery level underneath their champion's profile picture. I have also noticed when pressing "t" to open the emotes wheel, my thumbs up emotes will not play when selected, although I can still use joke and taunt etc and use my mastery level emote. I have repaired the client multiple times and have deleted all files and copied the files from another computer onto mine to see if it will fix it. Both attempts at resolving the issue resulted in a negative outcome. I have checked all the settings to see if one of my settings are hiding the mastery ribbons but I cannot find anything.

Does anyone have a fix?
