wtf happend during champ select

only just recently i entered a game of draft pick i got jg picked my champ like normal and waited for my turn to lock in. Just before my pick the enemy top laner who was picking irelia did not lock in on her pick when the timer hit 0 at this point i thought it would just reque me but suddenly when it got to 0 i lagged a little then put me back out into the search screen. At this point i noticed i was blocked from trying to get into another game for 5 mins when i did nothing what happend and will this have a negative effect on my account it just does not seem right that i get punished for no reason.
