[GAMEPLAY] Super Minions Not Spawning When Inhibitors are taken out

During a ranked game, my team took out two of the opponents inhibitors. The super minions were not spawning during the time of the inhibitors that were down. Regular minions were spawning. As a result of this, the other team was almost able to make a comeback in the game when they should have had no chance. Riot needs to fix this bug immediately as it destroys ranked game play.
