PBE not working for me

i downloaded the PBE today (as I write this) to test the new mordekaiser. I waited at least a hour for the download. After i did i went to buy mordekaiser then bought all his skins beset the dragon knight since you can only get it thru chest. so i went the store and bought a bunch of premium chest and keys then opened them all, after i opened 10 i tried again and notices i had to wait like 15 min before anything registered. after waiting a hour opening and re rolling all skins and not getting the dragon knight like expected i went to play draft. Every time i went to play draft it only loaded the background. After waiting 30 min it finally showed me roles and i locked in top and mid but nothing was registering so i had to wait... Again. After my roles registered i started the que and it said the expected que time was 4:05. at exactly 4:05 it asked for me to accept or decline so i accepted and every time no matter if i clicked accept or decline it popped up 2 notifications

i dont know why its doing it because at one point i tryed the full repair and waited 3 hours and nothing happened and after opening task manager i found out the PBE just closed itself, it was not doing anything. i dont understand why its doing it because i downloded the PBE befor on my friends laptop to test pyke but when i downloaded on my laptop it's slow and doesn't work. i just want to test the new mordekaiser to see if he is as good as my friends say. if anyone can help me then that would be great or if a riot employee reads this then plz email me so we can talk in private and try to fix this problem.

side note my friends laptop and my laptop are the same
