League Client in Different Languages Issue

So, the language I primarily play in is Korean, as it is a language that I find to be very enjoyable to play in, as well as a language I am trying to learn. I did the normal steps to change the client I play in to Korean, (going to the locale folder and changing region there) but when I load the client there is no background. What I mean by this is that there is no skins that recently came out, announcements, or tool that shows high elo ranked games that can be spectated. The only thing that shows up where these would normally be (under the play button) is a box that says error loading page please reattempt, with a button that attempts to reload the game. I know this is a relatively small issue, as only a small amount of the community plays their game in Korean anyway, but I was wondering if riot could possibly look into this and create a fix so we can have all of the information in the background as well. I am unsure if this is even possible, or if it would be too much work, as everything would likely have to be translated, but it would be a very nice fix.

Also to be honest I am unsure if this is a widespread issue or if it is only me that experiences this problem, anyway thank you all for reading.
