[Client] Custom pages are sometimes gone in CS and cant get created

I never had any problems with the Client and the runeselection. But since 9.1 I sometimes have the bug that my custom pages arent available in champion select and im not allowed to create new ones as well-

This obviously forces me to dodge the game cause the 5 basic rune pages doesnt fit in 99% of the games.
