Statikk Shiv Procing Early [GAMEPLAY]

I noticed that Statikk Shiv is procing at the beginning of an auto attack, not when the attack actually completes. The only damage applied, however, is the effect from Shiv, not the damage from the attack itself. So far I have only noticed this on Draven.
