Unable To Select A Champ That The Enemy Team Showed

I was in champ select. The enemy team hover Caitlyn until the very last second and picked Ashe . When it got to be my turn to pick, I could not pick either Caitlyn or Ashe. The enemy team had Ashe picked and played Ashe in the game. However, I could not pick Caitlyn even though they had not picked her.
