Minor game play "fixes": Irelia and Zyra edition

These are sort of a combination of QOL/Buffs/Bugfixes so this seemed like the best place to put them.

Over the years there's been some improvement in the basic game play code for several of the stranger champion interactions and I think they need to be applied to Irelia and Zyra.

In Irelia's case I'm referring to her Q resets. A while ago, when Casio was reworked, the logic for when her twin fang spell reset on hitting poisoned target was made considerably less stringent, e.g. hitting a target that died in mid air, hitting a target that was about to have a poison tick, etc. Irelia's Q has the same mechanic (reset cd on certain conditions) and a bunch of really obnoxious gameplay problems related to when exactly it checks that the condition is true.

Suggested fix: if the target dies after Q is cast but before it does damage or if the target dies within .1 seconds of Q doing damage to it, reset Q as normal.

I'll try to make Zyra's section slightly shorter: her plants are dumb as hell. As in, not bright. Reduce the time it takes them to acquire new targets, reduce time to switch targets, reduce delay in firing initial shots. As far as I can tell this should be the same 'buff' that was applied to heimer's turrets a while ago. I suspect increasing their attack speed would help a great deal with some of their target switching issues. And let's be honest, zyra needs buffs anyway.
